If you are having trouble connecting to Web sites and/or sending and receiving e-mail, you should visually checked for block sync. Block sync, represented by the lights on your modem, occurs when connectivity to the network is stable and continuous. An interruption or lack of block sync may be revealed by blinking or non-illuminated modem lights.
To check for Block Sync:
Verify that the modem has three solid/steady green lights lit (some modem models will only have two green lights illuminated). The Power LED, Cable LED (on some modem models) and PC LED should be illuminated.
If only the power light is on then, unplug the power to the modem, wait one minute, then restore the power. The lights should cycle for one to five minutes then the power and cable lights should stay on solid/steady.
If the lights on the modem are solid/steady, try restarting your computer.
